Civil engineering technician

Job Description:

The Village of Senneville is looking for a Civil Engineering Technician – Project Manager. Reporting to the Director of Technical Services and Public Works, the incumbent performs various tasks and analyses of a technical nature, participates in the development of plans and the preparation of specifications and cost estimates for municipal infrastructure work (roads, waterworks, sewers and others). In addition, he/she monitors the work in accordance with the contract documents, safety regulations and the City’s quality standards. In the course of his activities, he coordinates and supervises various agents in the execution of their mandates. The technician writes reports, assists in drafting agreements with partners and developers, and develops fiscal efforts for borrowing regulations.

He/she ensures a professional and courteous relationship with customers (internal and external) at all times. He follows up on complaints related to the work of the engineering division and ensures documentation. He also investigates damage claims.

Responsibilities :

  • Assists in the identification of the City’s needs and the development of the three-year capital program (ITP).
  • Collaborates in the development of plans, calculates quantities, prepares specifications, bid sheets and cost estimates for work.
  • Prepare technical specifications for tenders for professional engineering services for urban infrastructure projects or other Technical Services projects.
  • Collaborate with the various stakeholders involved in the design and implementation of projects.
  • Conduct pre-project field visits to optimize the design of plans and specifications for municipal works; provide comments to the designer and the Director of Technical Services.
  • Coordinate start-up and follow-up meetings with professional services firms and contractors, prepare agendas and take minutes of meetings.
  • Transmit documentation (plans, specifications, forms, etc.) to the agents.
  • Oversee the completion of certain municipal infrastructure projects to ensure compliance with reference documents, applicable standards, the allocated budget and the established schedule.
  • Prepare engineering change requests and change orders for assigned projects.
  • Assist the Director of Technical Services in the verification of the accounts and invoicing of the various agents of the projects assigned to him.
  • Carries out site visits and inspections in order to issue provisional and final acceptance certificates for the work.
  • Prepare price requests for external mandates of a technical nature.
  • Collaborate in the coordination of the work of the agents (surveyors, consulting engineers, and other experts) of the projects assigned to him, supervise the execution and progress of their mandates and ensure the rigorous follow-up of the execution of the projects.
  • Act as a leader and resource person in the management of internal and external projects.
  • Writes working notes, reports and reference materials related to the performance of duties.
  • Receive, study and process citizen complaints regarding the service and ensure documentation according to the procedures in place.
  • Participate in investigations following property damage claims during construction, collect evidence and prepare a report.
  • Collaborate with the Office Agent in the layout of follow-up documents.
  • Provide technical assistance to other departments in the organization.
  • Act as an emergency responder when required.

Requirements:

  • College diploma (DEC) or AEC in civil engineering technology
  • Bachelor’s degree in civil or construction engineering would be an asset
  • A background in geomatics, project management or administration would be an asset.
  • A minimum of five (5) years experience in a similar position, two (2) of which must be in the municipal sector.
  • Bilingualism (written and spoken) (French and English)
  • Good knowledge of MS Office software (Word, Outlook and Excel) as well as other municipal management software (Auto CAD, PG Solutions are assets)
  • Must have a vehicle and a valid driver’s license
  • Good adaptability and ability to manage multiple files
  • Good communication skills and ability to listen to citizens
  • Be rigorous, methodical and have a strong sense of organization.
  • Possess analytical and synthesis skills
